About Joe Messina

Joe Messina has been on the Hart School Board for 9 years, serving the Santa Clarita Valley with the express purpose of aiding our students in achieving the dreams they wish to pursue. It is for this reason that Mr. Messina once again seeks reelection for the Hart School Board, to continue the hard work and effort he has put into developing and nurturing programs for our youth.

Joe has worked diligently to get an advocate for all children throughout the Hart District to ensure that those kids usually overlooked are given every opportunity to succeed and find their future path. Having raised children in the Santa Clarita Valley, and now aiding in the care of his grandchildren, Joe  understands and realizes the challenges that parents face on a daily basis to create safe, nurturing and consistent environments for every child.

It is his true dedication to the children of our community that has led to his involvement in creating key positions within the district, as well as developing and spearheading programs to develop a consistently wonderful education experience:

  • Spearheaded “Hart-to-Home”, a program that allows children to “homeschool” while allowing them to maintain family obligations, begin career development, and graduate with a diploma from their local high school for continued future success.
  • Instrumental in the creation of the Career Technical Education Director position, to ensure that technology education curriculum is developed and maintained for students whose career paths may not require a 4-year degree.
  • Led the drive for the donation of almost $100,000 worth of manufacturing equipment to Saugus High.
  • Has been a huge proponent of creating and updating Hart District Career Tech Education Programs across the district to ensure students have competitive and current knowledge.
  • Kept his promise to ensure that Castaic High School would be a community high school with a Career Tech Education Building with flexible solutions to ensure updates could be made quickly.

Joe will continue to work hard for our students, and create opportunity for every student in the Hart District to ensure success and realization of career dreams and bright futures.

Hart District Accomplishments

  • William S. Hart Union High School District has a graduation rate of 97.2%, placing the District in the highest category according to the Fall 2017 information from the California Department of Education.
  • The District has consistently outperformed the County and State in CAASPP English Language Arts, with 81.6% of the District’s students meeting or exceeding standards in 2017, as compared to the County level of 59.2% and the State level of 59.7%.
  • In 2017, Bowman Continuation High School was named a 2017 Model Continuation High School by the State Superintendent of Public Instruction Tom Torlakson, and Bowman has held this honor since 2014.
  • Currently 28 career pathways exist in the Hart District—everything from Engineering to Construction to Computer Science.
  • The District maintains beneficial partnerships with local higher/secondary educational agencies, offering grants for college and career readiness.
  • All six of the District’s comprehensive high school received Silver Medals from the 2018 US News and World Reports “Best High School Rankings, placing the schools in the top 10% nationally.
  • The District also outperforms the County and State in CAASPP Mathematics, with 47.8% of the District’s students meeting or exceeding standards, as compared to the County level of 30.3% and the State level of 32.3%.
  • 87% of Hart District seniors have taken a CTE course by the time they graduate.
  • Since 2014/15 enrollment in Career Education Courses has increased by 24%.
  • The Hart District has benefitted by approximately $9,000,000 in grant funding since 2014 to support CTE.
  • The Hart District maintains an exceptionally high “Daily Average Attendance,” (almost 96%) ranking 2nd in the entire state when compared with high school districts with enrollments of over 10,000.
